From Ambition to Collective Action: Accelerating HAMBURG NET ZERO through Local Collaboration

14:00 – 15:00(Istanbul, GMT+3)

Many of the technologies needed to reach net zero already exist. Yet too often, climate ambitions fall short because the coordination needed for collective action is missing. How can we organize businesses, governments and infrastructure providers to accelerate industrial decarbonization?

As Northern Europe's largest industrial and logistics hub, Hamburg is developing a portfolio of local transformation initiatives that bring together businesses, public authorities, infrastructure providers and innovators around a shared vision: achieving climate neutrality while strengthening economic competitiveness.

Rather than focusing on individual projects, this panel explores how collaborative structures and stakeholder-driven processes can create the conditions for long-term transformation. Many decarbonization challenges require cooperation across sectors to connect value chains and within sectors to create sufficient scale for investment and implementation.

With their public mandate and broad membership base, organizations such as chambers of commerce are uniquely positioned to enable collective action. They can align stakeholders, build trust and help deliver climate protection as a public good while advancing the common good they were created to serve.

The discussion will provide practical insights into the governance models, partnerships and institutional frameworks needed to turn climate ambition into industrial transformation.
